For nearly three decades, I have had the honor of serving Multnomah County with unwavering dedication, always striving for success and efficiency in all endeavors. Throughout my tenure, I have gained invaluable insight into the intricacies of governance, spearheading the development and implementation of numerous social service and medical programs that have positively impacted the lives of thousands within Multnomah County and the City of Portland. Managing budgets totaling millions of dollars, inclusive of both state and federal allocations, has afforded me the opportunity to ensure that resources are efficiently allocated to serve our diverse communities. Moreover, I have been deeply committed to amplifying the voices of marginalized groups, including communities of color, LGBTQIA+ individuals, Latino(a) (e) (x), Somali community, immigrants, and refugees.
Proven Leadership
Throughout my career, I have held leadership and management roles across various departments, fostering change, innovation, and improvement for the betterment of our community. From the Department of Community Justice, Health Department to the Department of County Human Services, and beyond, my focus has always been on driving positive outcomes for our community and residents.
Collaborative Action
I firmly believe in the power of collaboration. It is evident that improved coordination between the City, County, and Metro is imperative for the success of Portland. Drawing from my extensive experience in liaising with local, state, and federal agencies, I am confident in my ability to enhance our collaborative efforts, thereby paving the way for tangible progress.
Economic Justice and Empowerment
My dedication to fostering economic growth and mobility is unwavering. By forging alliances with the private sector, supporting local businesses, and attracting investments that benefit all corners of our community, I am committed to ensuring that economic opportunities abound for all residents.
Anti-Poverty
One cause that resonates deeply with me is the pursuit of anti-poverty initiatives in Portland. I am acutely attuned to the disproportionate impact of food insecurity within marginalized communities, particularly among individuals of color, immigrants, and refugees. Historically, these communities have contended with systemic barriers that heighten their susceptibility to hunger and poverty. Through targeted outreach endeavors and culturally responsive programming, it is imperative to address these disparities and empower marginalized populations to access nutritious sustenance with dignity and sensitivity. By centering the voices and lived experiences of these communities in our decision-making processes, and ensuring that our collective initiatives are attuned to their needs and priorities, we can foster a more inclusive and effective approach to combating poverty. I have cultivated numerous partnerships with nonprofit organizations, local businesses, and other entities to tackle food insecurity, including with the Oregon Food Bank, Sunshine Division, and World Central Kitchen exemplify a commitment to cultural competence and an equity-driven approach in our efforts to alleviate food insecurity.
Housing Justice
Addressing the complexities of housing requires a multifaceted approach. From improving coordination between governmental entities to incentivizing the development of low-income housing and advocating for adequate funding at the state and federal levels, I am committed to championing housing justice initiatives. As a father myself, I understand the importance of creating a city where future generations can thrive and flourish.
Homelessness
People grappling with substance abuse disorders and mental health challenges are often unfairly stigmatized as potentially harmful, although only a minority actually pose any danger. This unfounded perception deters suburban workers, shoppers, tourists, and residents from frequenting our commercial centers. Consequently, it exacerbates the existing 30% commercial vacancy rate, leading to diminished revenue and property taxes, along with an increase in vacant storefronts and underutilized public transportation services, which are already subsidized. Moreover, the presence of illegal camps, coupled with associated hygiene issues, crime, and vandalism, detrimentally impacts the well-being of all community members.
When reviewing news reports, it may appear that the government is exhibiting a lack of proactive measures, demonstrating sluggish progress, and holding significant financial reserves.
Public Safety
Our city is facing challenges that affect us all—violent behavior, car theft, broken windows, littered streets, and neglected infrastructure. It’s disheartening and infuriating. What happened to the vibrancy of our community? We must work collaboratively with law enforcement, community leaders, and representatives of vulnerable populations to restore pride in our city, ensure safety in every neighborhood, and provide meaningful opportunities for those in need. This demands a balanced approach of compassion and decisive action.
Community Engagement
A thriving community thrives on inclusivity and participation. As your representative, I pledge to actively engage with businesses, non-profits, neighborhood associations, and every individual within our diverse community. Furthermore, I will champion diversity, equity, and inclusion, forging alliances with BIPOC organizations and minority communities to amplify their voices and ensure equitable representation in government decisions.
Supporting LGBTQIA+ Rights and Inclusivity for All
At Nabil For Portland, we believe in building a city where every individual, regardless of their sexual orientation or gender identity, feels valued, safe, and empowered to thrive. Portland’s strength lies in its diversity, and that includes standing up for the rights of our LGBTQIA+ rights community members, who contribute so much to the fabric of our city.
We are committed to advocating for policies that protect LGBTQIA+ individuals from discrimination in housing, employment, healthcare, and education. Our vision is one of inclusivity—where all Portlanders, regardless of who they love or how they identify, are treated with dignity and respect. We will work to ensure that our city not only protects LGBTQIA+ rights but also celebrates the contributions of the community, fostering an environment where every person has the opportunity to live authentically and without fear.
Together, let’s continue making Portland a beacon of equality and justice for all.
Quality Education
Our children are our future, and it’s our responsibility to invest in their success. I am committed to supporting our students and educators, advocating for robust funding and resources for our schools, particularly focusing on providing quality education for students of color who have historically been marginalized in our education system.
Environmental stewardship
Environmental responsibility is paramount, as it impacts our children and the well-being of future generations. Urban areas play a crucial role in this endeavor. Encouraging higher housing density not only fosters affordability but also minimizes environmental footprint. Prioritizing public transportation helps reduce carbon emissions. Embracing initiatives like the 20-minute city promotes walkability and cycling, enhancing community connectivity. Furthermore, investing in green spaces such as parks and trees fosters social interaction and environmental health. Portland sets a commendable example in the nation and should persist in its leadership role.
Your Tax Dollars
Portlanders are among the most heavily taxed residents in the nation, and rightfully so—we have consistently voted for services that reflect our values and priorities, from education to community services. However, it’s crucial that we ensure our tax dollars are effectively and efficiently utilized to deliver tangible results. I am dedicated to maximizing the value of every taxpayer dollar, prioritizing transparency, accountability, and fiscal responsibility in government spending.
Return On Expenditure
Ensuring that taxpayers’ money is utilized wisely and effectively is crucial for our community’s growth and well-being. As a taxpayer myself, I understand the importance of government officials maximizing the value of every tax dollar. Without clear goals and measurable outcomes in place, taxpayer money can easily be wasted on programs that do not benefit Portland communities.
Together in our commitment to advancing public safety, equitable healthcare access, racial equity, social and economic justice, acknowledging historical harm and combating racism, fostering vibrant community engagement, investing in high-quality education, promoting economic opportunity, bolstering our local businesses, advocating for affordable housing, and ensuring responsible fiscal stewardship, we can forge a more resilient, inclusive Portland that benefits every resident. I invite you to join me in this collective effort as we work together to shape a brighter future for our beloved city.
